Readers often ask about whether free paint samples are ever available from paint manufacturers.  The days of free paint samples are, for the most part, over.  Paint companies have found a niche market in paint testers--small quantities of paint that cover from 16 to 75 square feet.

It all depends on what you mean by color samples.  You've got the aforementioned paint testers.  You've got the conventional paint chips or swatches found usually for free at paint stores or home improvement boxes.  Then, you've got samples that straddle the line.  Dutch Boy successfully markets a mega-sized paint chip, 17.5" x 24", that you can stick on your wall--a good substitute for painting your wall with a color tester.

Paint decks or paint fans are almost like paint chips that are bound into a fan shape and arranged in a color spectrum.  Very convenient...and very expensive, too.  Paint fans run up to $35, for the one from Behr, and offer thousands of colors.

And yes, every so often you will find truly free paint, as in this promotion from Glidden last year.  But this doesn't happen very often.
