You see, it's an easy call when you have decided to take off all the paint. You assiduously attack the material until 100% of the paint is gone and only raw material shows. It's also an easy call to do nothing. At that point, it's a matter of cleaning the house siding and then painting.
But what do you do when you only need to scrape some paint? At what point does bad paint turn into good, paintable paint?
