Answer: I would discount any notion of a tool that applies blue tape for you. Even manually, it is difficult to get the taping right. So that leaves you with the other alternative of getting you up to the ceiling.
There are these quasi-ladder things like the Little Giant (see Little Giant Review). One great thing is that they allow you to position them on uneven surfaces. For example, one set of legs might be in the tub, and another set outside of the tub. Also, you can make it into something resembling a scaffold, if you would like that.
The downside is that the Little Giant brand is expensive. Also, I am a bit suspicious of any product that seems to be more "informercial than substance." The solution might be to look for cheaper versions of this type of ladder at your local hardware or home improvement store.
